Beijing Invests Tens of Millions to Build a Nvidia-Free AI Ecosystem in China - International Edition (English)

The Yizhuang Development Zone aims to establish a nationally leading AI industry ecosystem using only Chinese technology

Beijing is providing tens of millions of US dollars in subsidies to boost development within the city. artificial intelligence (AI) utilizing completely homegrown technology, as China makes significant investments in becoming technologically independent.

The Yizhuang Development Zone, which is also referred to as the Beijing Economic and Technological Development Zone, announced on Wednesday an ambitious target set out in a plan posted on their official WeChat page. The aim is to develop a premier national artificial intelligence industrial ecosystem worth around 80 billion yuan ($11 billion) before the conclusion of this year.

The ecosystem would rely only on Chinese semiconductors, operating systems and open-source software frameworks to ensure self-sufficiency and control, policymakers said.

A primary emphasis would be on "speeding up research and development for high-performance graphics processing units" and backing the creation of chips based on the RISC-V architecture .

RISC-V represents the fifth iteration of the Reduced Instruction Set Computing architecture, which focuses on simplifying CPU designs. Although less prevalent than Intel’s x86 or Arm’s systems, RISC-V has seen increasing adoption due to its open-source nature, particularly within mainland China.

The updated strategy encompasses financial backing of up to 10 million yuan for pioneering developments in fields like quantum computing, optical computing, and biological intelligence.

This effort underscores Beijing’s dedication to advancing domestically produced chips for artificial intelligence applications and decreasing reliance on overseas technologies, particularly due to the increasing export limitations enacted by the United States.

These restrictions curb China's ability to obtain various chips from American producers. including Nvidia whose items are in high demand for both AI training and operations.

The Yizhuang Development Zone also intends to keep expanding its computational capabilities by setting up two high-performance AI server clusters, each comprising tens of thousands of processors, to facilitate a wide array of applications. multimodal , videos, and 3D generative AI models.

As per the plan, up to 20 million yuan in computational subsidies and 1 million yuan in financing will be provided for data centers and artificial intelligence startups. This initiative is part of China’s larger strategy. "AI Plus" action plan aimed at promoting the growth and practical implementation of AI within established industries.

Within the "AI Plus" initiative, this technology will be incorporated into personal computers, smartphones, and various consumer electronic devices. Additionally, it will be deployed across multiple sectors such as medical and pharmaceutical research , embodied intelligence for humanoids and other robots , smart manufacturing and autonomous driving as stated by Beijing officials.
